It requires the enemy to show broadside and you to find the right time to push in, which thanks to CVs and submarines pushing in is something that gets rewarded with fun and engaging gameplay and a one way ticket to port. Mogami was built as a light cruiser whose characteristics would largely exceed those of her contemporary counterparts. So is Napoli secondary build viable? In co-op or if T10 ever gets Operations (#doubt)- hell yeah. However, cruisers do not have access to secondary skills like AFT and Close quarters Combat to improve their range and dispersion even more, with the only real improvement to her secondaries being the slot three upgrade for 20% more range and 20% better dispersion for ~9km of range. She has a good for a cruiser 7.5km base secondary range. Napoli's secondaries have the third best secondary dispersion in the game, only behind Graf Zeppelin and Pensacola, but in some ways too good as at close range they'll shatter on the target's belt because for some dumb reason, secondaries aim for an enemy ship's citadel. Plus the bulk of them are 90mms, and even with 26mm of pen, most T8-10 ships are cover with 27-32mm plating that will shatter most shells. Napoli's secondaries fire SAP, semi-curing the major issue with Italian secondaries (horrendous pen) but they fire SAP, which cannot start fires and angling can negate their damage greatly.
